Dear Hudspith,"

1 I enclose, as was agreed at

the meeting on the 2nd March, about the

proposed financial settlement for

Hong Kong, a copy of the Governor 8

recent despatch regarding remittances

made through the International Red

Cross for relief work in Hong Kong

during the Japanese occupation. You

will see that the Governot very

emphatically adopts the view that any

funds which may be recovered from the

Red Cross would be due to the Hong

Kong Government; he bases himself

upon a striatly literal interpretation

of the financial settlement of 1948.

Briefly our view is that on a

strictly literal interpretation of the

matter Hong Kong have a clear case but

wa naturally regret that they are taking

--

this line. Obviously a more liberal

attitude, in favour of which numerous

arguments can be advanced, would have been
